Medicare Savings Program

Eligibility Coverage

The Medicare Savings Program provides assistance with Medicare costs to four groups of Medicare beneficiaries. The benefits provided by the program depends on the beneficiary group. The four groups are:

  • Qualified Medicare Beneficiary (QMB)
  • Specified Low Income Medicare Beneficiary (SLMB)
  • Qualified Individual-1 (QI-1)
  • Qualified Disabled and Working Individual (QDWI)

All Medicare Savings Program recipients must meet the following requirements:

  • Be eligible for Medicare
  • Be a Hawaii resident
  • Be a U.S. citizen or legal immigrant and provide proof of their status;
  • Provide proof of their identity;
  • Provide a Social Security Number;
  • Not reside in a public institution
  • Assets not exceeding $4,000 for one, $6,000 for a couple, and $500 for each dependent family member
  • The income limits for the four groups are based on the Federal Poverty Levels (FPL):

    QMB: not exceeding 100% of the FPL
    SLMB: exceeding 100% but not exceeding 120% of the FPL
    QI-1: exceeding 120% but not exceeding 135% of the FPL
    QDWI: not exceeding 200% of the FPL

The QWDI group must also meet the following requirements:

  • Be under age 65
  • Lost Social Security disability insurance payments because of earned income
  • Continues to have a disabling condition

Coverage

  • QMB: Medicare Part A and B premiums, deductibles and co-insuranse
  • SLMB: Medicare Part B premium
  • QI-1: Medicare Part B premium
  • QDWI: Medicare Part A premium
